Occupational Health Safety and Environmental Practitioner

In charge of over 40 Barrick Lumwana Contractors with operations such as;
- Copper mining, Mineral explorations, Mineral processing, Drilling & blasting, Oil and gas, Transport, Maintenance, Industrial equipment suppliers, service providers etc.
HSE Operations areas;
• Facilitate OHS contractor management, on-boarding process and compliance
• Managing communication and coordination between Barrick and Contractors
• Creating safety dashboards for monthly and annually safety statistics and KPIs for all contractors
• Review of Contractors’ Baseline Risk Assessment in line with ISO 45001 Standard
• Ensure that workplace inspections, Planned task observations and Safety Leadership Interactions are risk based and conducted by Contractor Site managers.
• Develop Objectives and targets for contractors
• Facilitate for contractor annual HSE plans, fatality prevention programs and monitor progress.
• Plan for periodical safety inspections, Safety monthly review meetings and internal audits
• Ensure that Contractors have completed detailed FLRA and Job Safety Analysis (JSA) specific to the contracted work and has detailed in their EHS Management Plan the controls specific to the means and methods that they are executing to complete the contracted work.
• Establish and Implement safety performance standards and expectations for contractors in managing critical risks associated with; Lifting and Cranage, confined spaces, energy isolation, electrical works, mobile equipment, working at heights and drilling and blasting.
• Evaluate the Contractor’s management team to ensure that adequate supervision is being provided and that they are actively involved in the OHS process on an ongoing basis.
• Validate that the Contractor has workers who are competent and conducted the site required inductions & training for their workers prior to starting work.
• Ensure that there is timely and effective reporting, investigation, and review of all incidents pursuant to LMC’s Incident Investigation and Reporting Standard.
• Provide understanding of the importance of safety and wellbeing of communities where contractors operate from
• Facilitating for kick-off meetings prior to commencement of works.

Responsibilities:
• Drive and uphold HSE activities in line with the set objectives and targets.
• Protect the communities we operated in by preventing, minimizing, mitigating and repair the effects of our operations.
• Establishing and maintaining stakeholder confidence through roles, responsibilities, accountability authority and effective management of our risks and our Environmental impacts.
• Develop and implement the HSEC Management systems, whilst analyzing and reporting trends in line with ISO 45001 accreditation requirements.
• Facilitating for pre- and post-drilling activities
• Ensure that behavior, conduct and attitude of our employees are aligned with our core values promoting teamwork, effective communication, respect at all levels and integrity.
• Maintaining a pro-active approach to all aspects of operational safety and encourage teamwork within the department in line with the company values
• Develop and coordinate audit schedules in line with Group HSEC systems’ requirements.
• Prepare labor returns to Mine Safety Department and Bi-annual returns to Zambia Environmental Management Agency
• Drive continuous improvement and operational effectiveness of HSE systems, plans and procedures to ensure compliance with company and regulatory requirements.
• Investigate HSE issues, including accidents, incidents, ill-health and high potential close calls. Ensure applicable regulatory reporting is completed and records maintained.
• Assist in developing comprehensive spill prevention programs and reviews facility plans for spill prevention
• Ensure that our contractors and employees are actively involved and participate in hazard identification, RA and all areas of safety management.
• Establish a structured program of HSE training throughout the Company and liaise with external HSE consultants in the provision of training programs.
• Preparing HSEC - GCP annual, quarterly and monthly statistics report and sending to Glencore.
• Preparing annual HSEC budgets and help the company on cost saving without compromising safety, Review contractors’ safety files before commencement of works and establish contractors’ HSE specification for guidance.
• Liaise with external bodies including Government Inspectors from (“ZEMA”) Zambia Environmental Management Agency, (“MSD”) Mine Safety Department, (“OHSI”) Occupational Health and safety Institute, (“NCC”) National Council for Construction, Workers compensation, Energy regulations board and Local authorities on matters relating to HSEC.
• Provide continuous monitoring of performance, conducting planned and reactive audits and inspections and recommend actions to facilitate improvement.
• Managing hazardous, construction, domestic, industrial waste etc.in accordance with ZEMA regulations. Identify and review applicable changes in existing and new HSE legislation and provide timely guidance to management.
• Provide training to employees in order to attain and maintain the required competency levels to perform their roles safely.
• Facilitating for effective hazard identification, High Risk Work Verification (‘’HRWV’’) baseline and issue based risk assessments for existing and new projects.

Responsibilities
• Provide supervision to crews / staff and create an effective open communication line with HSE department, clients and regional contractors on all matters of health and safety in order to adhere to compliance with safe working procedures.
• Conduct regular safety audits and inspections to ensure full compliance with company policy and current legislation recommending improvements where deficiencies have been discovered. Compile data and produce detailed reports on the findings to Senior Management.
• Take appropriate and robust action for any failings and non-compliance with company standards and expectations and manage/implement corrective actions.
• Arrange Pneumoconiosis examinations with (“OHSI’) Occupational Health and Safety Institute for employees.
• Lead and conduct hazard identification and risk assessments to ensure that standards and legal requirements are consistent with the national standard requirements, using Risk Assessment / Analysis Methodologies and raise non-compliances during meetings.
• Conduct incident and accident investigations reporting and recordkeeping.
• Promote Occupation Health Safety Awareness.
• Responding promptly and effectively to changing circumstances, planning for contingencies and managing conflicting priorities.
• Carry out Inspections of contractor equipment certification and conduct maintenance and accurately record details of all safety and emergency equipment.
• Conduct inspections of fire prevention and first aid equipment and recommend timely serving of the equipment.
• Consult with Managers and Leaders in the business to understand functional problems and opportunities to identify opportunities to enhance human performance through coaching or other solutions. Anticipate future safety training needs based on business requirements and changes.
• Organize and chair regular safety meetings with the crews, contractors and client’s representatives.
• Conduct Fatigue Management awareness to employees in back shifts (night shift).

Reports to: Superintendent: HSE
Responsibilities:
• Assist with the development and implementation of HSE strategies to deliver the required cultural and procedural improvement.
• Monitor, evaluate and analyze HSE success and report variances to site managers and leadership teams.
• Continued liaison with the leadership teams to ensure they understand the HSE strategy and deliver within their own area of operation.
• Coaching, managing and developing will be essential to drive change and enable individuals and the business to be more proactive.
